Juggling between streaming and training/making idol content is important because the origin of her fanbase is gaming. Hololive wasn't even an idol agency when she debuted.
The only reason Sui-chan, Subaru and others can do both streaming and idol activities is because Aqua is weak and doesn't realize what she needs to do to reach her dream. She went from one of the most popular Hololive idol (if not the most popular) in 2020 to whatever she is right now.
Her recent original song has less views than Aquairo Palette last year in the same timeframe, her 3D live from November has less views than Kanata's, Marine made fun of her because she played Resident Evil Village in easy, Akukin Kensetsu was renamed Nenekin Kensetsu and yesterday she didn't qualify for the Winner Cup in the Mario Kart tournament.
She's objectively at a worse position to become an idol compared to last year and you don't need a doctorate in marketing to know that streaming less is the reason.
