Rigger here. The priorities of western and eastern companies are completely different because of different goals and surprisingly different audiences that have different fundamental needs. There's a lot to unpack, but it effectively boils down to this:
>West has typically 3D models first because of VRChat prominence before Live2D became more desired thanks to the Hololive boom, and those 3D models are typically lower quality and had commonality in certain elements since the 3D model was made without a high quality 2D reference
>Japan is the opposite, although vtubing had a rise with Kizuna AI who was 3D, it was incredibly inconvenient to do what she did, so Live2D became big first and 3D was considered the high level production, especially with high quality models based accurately on well known artist's work
>Whatever comes second is considered the big deal as a result, and more money is spent on that
>Since western audience considers L2D a bigger deal, they make more of a fuss when it comes to the details and quality of L2D models
