They don't make much off of youtube. Their money is off of advertising, guest appearances, cons, merch, etc.
They can't really do this with EN as the English media environment is too big and vtubers too niche.
They're making bank off of the JP girls in Japan as they can get them in TV ads, on billboards, etc. They've even done paid partnerships with major sporting events and guest appearances on TV, Okayu had a thing going for a bit on daytime TV where she basically kept trolling this Japanese comedian whenever she appeared on his program.
You can't do that shit in the anglosphere.
Could you imagine Gura going on a big daytime TV show? Or maybe some late night comedy show? Not gonna happen except maybe as a "look at this weird thing we found, everyone point and laugh at it" bit.
It's too obscure and outside the realm of what normal people in that media environment expect.
Merch sales are also harder. They've been doing alright so far but it's harder for them overall. They're a Japanese company and like most Japanese companies they prefer to keep the business close to home. They're also not as keen on licensing outside of Japan so no random crap plastered with Guras face. We've got a bit. But not much end of the day.
All these things are easier in Japan. More profitable in Japan.
So EN is a waste of time and money for Cover.
I don't think we'll see them shutting it down or letting it die entirely. There is money to be made there and they seem content with the way its turning out.
But I doubt we'll see a roster expansion until we've had a few more graduations. We MIGHT get a starsen2. But a liven3 I wouldn't count on for a while yet.
