For people who live in isolated fishing villages, whose knowledge of the world is limited to 3 days of travel and the supposed ruler at a faraway city, they might genuinely not know who /meat/ are, and stories they hear about them (if any) probably won't focus too much on things like appearance. In fact, storytellers might well embellish them to be more interesting but less realistic. In that case, they might genuinely not know the well-dressed people selling cacao beans for lumber are actually the same as the cannibal raiders from the tales.
People who live in cities or are otherwise well-connected will likely put two and two together sooner or later, but that doesn't mean all of them will suddenly jump to cut ties with them because of that alone. After all, if only the dirt-poor villages get raided (/meat/ probably won't target major cities given how well-defended they would most probably be), and you're making bucks reselling /meat/ cacao beans and tropical plants, would you really throw them all away? Some might be (especially if they have a religious or ideological reason, like /morig/), but I imagine most would not care enough. It's not like that's unrealistic, after all...
For /meat/ navy, I personally don't know shit about it, so I can comment on that or write said document, unfortunately.
