Yes, learning any language is just acquiring another skill but as such it requires discipline and effort. Those are hard to come by.
I personally know a bunch of Americans from my JP language school time and most of them are beyond hopeless. It doesn't help that English and Japanese are very different, probably one of the most distant language pairs among the big languages. The average pace for the Americans I know is N3 in two years which is glacially slow. Some don't even manage to achieve that. For comparison, N1 in one year is considered the norm for Koreans and Chinese.
