Niji gives a chance for literally everyone by deploying dozens of livers every year, they make lots of indies and newcomers into large corpo vtubers, introducing them to a large audience that they can retain after they leave if they want or can stop streaming if they didn't like it. They do a great service to the industry by making 1view literal whos well known, instead of gatekeeping the position.
Meanwhile holo is walled off in its own special garden, they introduced a new wave maybe every two years, now they don't even do that, so their position is unreachable for practically everyone and it's creating tension in the community.
Basically, cover is the Hollywood of the vtuber industry (stale, but also you need to suck the dick of thousands of executives to then be considered), while niji is the Roger Corman studio.
