Anyone (and I mean ANYONE AT ALL) can record a cover of ANY song they want because that's covered under the **compulsory** mechanical license, which has a set price for number of albums pressed (in case of physical media) or number of streams (in case of digital platforms).
Things get murky when releasing paired with a MV (even a slideshow) because that requires a separate permission, usually with the price set at the discretion of the copyright holder
