The very concept of "runt of the gen" we have in our vocabulary implies that the majority of talents in a gen are going to be fun to watch for at least SOME people.
Even holos like Choco, Matsuri, Aki and a lot of other low number holos have some or the other niche content they can call their own.
Holo as a whole wouldn't have worked out with just one or two superstars if they had to carry the weight of the whole branch... we already saw that almost failing when Fubuki was under a LOT of stress during the time she was at the top. Everyone around the superstars would also have to at least have some minimum standard of entertainment and chemistry that would allow the bigger holos to bounce off them and raise every boat with the tide.
This is probably the reason other corpos haven't succeeded as a whole either, despite having what some would call "stars" like Salami, Rin, that ghost girl or Pippa.
Homos are just weighed down with waaay too much baggage to succeed as a whole.
