Holostars have never had a powerful brand image even inside Japan, so obviously they wouldn't really have "holostars superfans" who join the company being genuinely passionate about spreading the name of Holostars and trying to increase their mindshare (except Gamma who had Roberu as his oshi).
Meanwhile for Hololive, you pick one of the new girls, they'll almost always have a Holo oshi.

Most of HoloEN's collabs are with each other, with HoloJP being an immediate second.
All HoloEN offcollabs with JP are cute events.
The girls are also proud of being part of "Hololive" and are willing to put in some amount of effort (at least early on) in order to live up to that branding and spread the name and increase the mindshare of "Hololive".
Holostars EN was a fucking disaster right from the first step of recruitment, because every single person they hired was a "Hololive fan" and not a "Holostars fan".
This is why they don't discourage begging, and sometimes even encourage it. They're basically "fans" who feel like they have a chance to actually interact with their oshi. They are trying to increase "Hololive" mindshare, while at the same time trying to be a part of it.
They do not give a single shit about the "Holostars" brand or it's culture (what little of it there is).
So why would you expect any of them to put extra effort into spreading it?
