Upon further review, I have to go with Option 2. The whole argument behind Option 3 made was a good one, however, I can appreciate the thoughts provked and lore opportunities that Option 2 would provide for the world. Given that this is a world building project first and foremost, I believe it is best to go with the option that provides the best lore, even if you cannot understand the "unity" of a nation. If the shoe fits, which this certainly does after doing reps on Warkop, then wear it.
