It's illegal to BROADCAST the EAS signal. To broadcast is to indiscriminately send a signal to every point of a network.
Playing it on Youtube means that you're sending it only to Youtube and nowhere else, and it's only being played on devices that specifically requested it.
Youtube is published material, not a broadcast.
