Yes he's a bit off but he supports his oshi and very useful with other things. Pippa is still able to put her boundaries without hurting his feelings when it's time to go to bed or change topics. Pippa likely knows that he has some mental illness issues and can't help it but he means well.
JL7 himself is more of being annoying than being seen as a threat and stuff.
