Actors are given a script. What you see in the movie (you may liken this to a stream) is them playing a role. They say the exact lines they're told to say. They pretend to be someone they are not. None of the thoughts or likes or tastes or personality traits of the character you see is just them.
It's the opposite with vtubers. When they talk about music or food or games they like, that's their own tastes. Their personality is them. Their thoughts on current topics or w/e, it's their own thoughts.
They're themselves hidden behind a thin layer of "durr I'm a dragon" kayfabe and that's it.
