As far as I'm aware, streamers in Nijisanji aren't managed the same way as Hololive. They tend to be more hands off, correct? In comparison, I 100% guarantee you that Ollie had to ask for collab approval before she told Selen yes. If Niji's don't usually need approval for collabs, Selen might have announced it without telling management. That's happened numerous times in the past. Look at what happened to Pomu and her VR chat 3D fan model. She clearly didn't run it by management before she did that stream.
Kiara also seems to have wanted to collab with Pomu but later said it wasn't happening. Think about this. Kiara was able to convince HoloEN management to let her collab with VSHOJO of all companies, so why would they bar collabs with NijiEN, a company that is way less of a risk content wise? It doesn't make any sense. HoloEN has no reason not to let them collab.
And if Nijisanji EN management has ties to China?
Not only would this explain the motive for not letting them collab with HoloEN/ID, it would explain why there are no Americans among them even though Americans are their primary demographic. Keep in mind that five/six of the eleven HoloENs are Americans.
