Japanese social pressure is one hell of a drug, most westerners are "individualistic" retards who kick out their own kids after they turn 18, so they don't understand the concept of "family" or "camaraderie".
Do you remember the stories about Coco's graduation announcement and how it was met by the other holos?
Luna, Miko, Fubuki, Kanata, Towa and a lot of them tried all sorts of different methods to try and keep her there. Coco was an American at heart which is why she was able to break free of it, but you could tell that it still took a lot out of her.
Rushia went against the "family" tenets by involving outsiders before trusting her own friends and comrades, which is why she was basically disowned (and yet a lot of them were simply sad that it happened, all of them would have preferred if she could stay, but the family comes first).
Do you know that there's only one actual Japanese person that honorably graduated from HoloJP?
It was Aloe. Due to external attacks (and her family being a mess).
Someone who had no time to build such a social connection with her genmates or senpai.
And she's STILL mourned by a lot of fans, both JP and EN. Two fucking years later.
There's a reason "Laplus is going back to her roommate!!!" isn't taken very seriously by her JP fans. They see her around everywhere in Holo content with same-gen collabs, senpai collabs, group collabs and a bunch of main channel content.
A lot of holos really like her too, and she's a fucking kid so this simply puts a lot of social pressure on her towards remaining inside holo.
ENs have none of that, because they are all individualistic. There's very few ENfags who mourn Sana, and some have even forgotten about her altogether. And it's not even been half a year since she left.

And you know, these girls are actually willing to move in order to experience the closeness they see from other members hanging out with each other. Aqua, Rushia, Marine, Lamy, Kanata etc. plenty of holos have moved multiple times in order to be closer to their comrades (it also helps them with work since they can be closer to the studio).
Not a single EN has ever or will ever do that.
In fact we've seen the opposite happen (Kiara moving away from Mori, Ame distancing herself from Gura etc).
