Shion had 7 outfits that she could use besides the pedobait witch outfit but still decided to quit because Cover wouldn't give her a redesign. The default outfit is used in most generic merch, until recently was the standard in 3D lives, and is how the character is defined in Hololive lore and marketing. That is why it was really noticeable that no one in Myth used their default outfit in their 5th anniversary because that was a major change for Hololive. That is one reason I believe Yagoo when he says that improvements will be made. I am really cynical after the graduation wave in 2025 but the drop in numbers unironically gives management a financial reason to avoid losing more talents (and their fans).
