There wouldn't have been years of malicious compliance in the EN branch or sudden graduations if talents believed they had to be completely obedient to their employer.

After the huge graduation wave they are starting to be more reasonable. Cover went from having upskirt shots during songs in the Myth 4th anniversary to not forcing any of them to use their default outfits in their 5th anniversary (the first EN anniversary where none of the talents used their default outfit for the entire 3D live). Still it took a year with 7 graduations to make that change.

There will be major changes in Hololive to limit the number of graduations in 2026. Most of them will be the EN side but I have the feeling there will be a few model redesigns even on the JP side.
