Beating Ranni's questline would be a good stopping point if she plans to take an extended break from it for a while. Would probably take 2-3 streams to wrap it up. Radahn, Twin Gargoyles, and Astel, plus a few dungeons.

They avoid holostars because fans don't like it (at best neutral to it, at worst negative to it), and the holostars offer no advantages and nothing of value. They aren't amazing content creators, they have no real audience of their own next to even the lowest Holos. So there's no carrot.
Furthermore, holostars collabs shatter the all-girl environment of Hololive which is a moat and key distinguishing factor of the entire company. It's a unique and valuable product that, most importantly, the rest of the industry/indies are unwilling or incapable of actually providing. There's a huge market for it and Hololive has it cornered. Many (but not all) talents have an appreciation for how Hololive works aesthetically and "vibes"-wise so they intrinsically understand this.

I've said this before and it bears repeating: Cover literally depends on talents "resisting" their incessant attempts to integrate the homos into Hololive. If they ever caught the car they've been chasing for 6 years, if they ever magically got every single Holo to start spamming collabs with Flayon and Astel, they'd severely damage the company and destroy a key product differentiator.

The Niji males make bank. The fujo audience is very lucrative it's just that Niji has a lock on it and the homos are absolutely pathetic at coming up with any plan to actually attract viewers. They'd rather wallow in irrelevance and spam APEX than actually do anything to try and capture an audience and Astel has complained about it before.
