Even early Hololive Sora told a story once about how she 'only' had like 20 viewers for her first stream and it was just all people from Cover offices but I guarantee you that was them watching it on both their laptops and phones and trying to bot her higher too.
On Twitch there used to be an easy way of botting around 50 views per computer using Selenium but I've heard larger non-vtuber streamers talk about using AWS and other cloud instances for viewbotting.
Also the majority of older vtuber's subs come from people making loads of alt accounts and subbing to them.
You used to be able to easily make 20 youtube accounts for each gmail you had without needing to verify but they changed that semi-recently so that you can't even make a second unless you verify your phone number first.
There is zero chance that vtubers with over 100k subscribers didn't have loads of people make fake account and sub to them like that.
