Not for 13 episodes, there are way too many characters. You'd either have to cut some of the girls out, causing a huge backlash from their fans, or cut back on character development and make a worse product overall. If you're going to include everyone, it should be 24 episodes. As for a coherent plot, it would be better to make it a CGDCT show where the plot is an excuse for the characters to have fun hijinks.

It's not that her power level is high that makes her worth watching, its that she's so confident and sure of her tastes and it shows in how she talked about them. She even listed a diverse spread of anime despite summing up her own tastes as either seinen or cgdct

I like Elira too but I currently don't see what I'll get out of her that Ina doesn't give me. I'll stick around to hopefully find that though.

And Finana... well Finana doesn't seem to deliver what you can't get out of other vtubers either except she does it in english. I'm still a big fan though.

Oddly enough, the meteoric rise of ENVutbers last year happened when there was a notable drought of comedy/slice-of-life/CGDCT anime (their usual slots going to isekai I guess). Make of that what you will.
