Tempus 2 was greenlighted before entire shitshow in EN started. They thought after initial response to first batch, that they finally finded a way to save Homos. The desperation to save the homos made them impatient and blind.
Magni and Vesper both graduated due expired contract. They likely understood Cover desperation and thought they can bargain for better contracts because they were 2 biggest HomoENs. They overvalued their importance.
Jap was hired to save HoloEN branch from declining. Nothing less, nothing more.
The damage to HoloEN from Tempus failure was not acceptable outcome.
