It's delusional - you can't 'plan' for winning the lottery, and the evidence was out even back then that without that huge stroke of luck in a completely unrelated market, the male waves would have been actual toxic poison for NijiEN as a business.
HoloEN management pre-Tempus debut was basically completely delusional. If (big if) they looked at the evidence at all, it looks to me like they apparently concluded they could tank the damage to the original audience because Tempus would go even more viral than Luxiem did. We're talking levels of suicidal overconfidence and separation from reality that shouldn't be possible, from people who presumably are being paid good money to avoid those kinds of mistakes.
