DVR is always enabled, even if the streamer has it disabled you can enable it with a local script
pic: Roberu is live, has DVR "disabled" but I enabled it locally, you can watch a running stream from the start if you want
but anyways, it doesn't matter if they only enable them for VOD's, it's 10x better than writting timestamps in the comments

youtube is retarded, DVR is a local setting that the viewer can enable with a script, the streamer only defaults it to disabled but the flag can be changed

When mobile buffers it pauses the stream until it gets enough data. When desktop buffers, it skips to live. The data is getting to Youtube eventually, but due to Ame's internet issues it's not getting there fast enough for live playback. If you use the DVR script, you can rewind Ame's stream on desktop a few seconds to replicate the same thing and have lagless watching on your PC.

It was definitely not a nothing burger. I hunted down the "force DVR mode" script someone else posted to look back and a phone number is clearly displayed in a notification. Fortunately it's a members only stream, but that is a massive yab, especially if it's her personal phone number.

It's the ultra-low latency setting hololive uses, I think. There's not enough buffer to keep up with minor network hics. MPV/MPC-HC helps because those ignore that setting. If you have the DVR-enabling script for youtube you can also add some seconds of buffer with that.
