It's a little bit more work for the girls, but everyone who has a manager should be asked to give a performance review every now and then, at the end of the day it's best to leave whether or not they're doing a good job to those that stand to benefit from said job. Semi anonymous bi anual reviews for all managers sound doable, it gives them enough time to see a complete project through, but not enough that if someone is a real screwup that they can tank a girls momentum
Maybe there could also be a double reporting system, whenever a girl wants to invest or start a project of certain scale or budget, they do the usual of talking about it to their manager, but also report to a third party that makes sure to supervise that managment to make sure they're actually doing their part towards getting it done, so these things aren't just lost to the air between Holos and their upper managment
Worst case scenario, they should allow the holos to hire their own side manager or assistants that are allowed to work withing the Cover infrastructure, so the holos can actually work with someone that actually cares about them, instead of these apathetic useless managers
