Let's look at Origins for a moment.
Ashelia didn't just get a new model, she got a new character. Lia hated her model and character that was given to her because she had no input. It was either get her a new one or she quit, which is why it was so quick.
Pippa had been set on hers for a while and came about in a normal timeframe. I don't recall her getting many rigging updates because she and Tenma were the ones pushing hard on assets.
Speaking of Tenma, she is in the same boat as Pippa. The model update and rigging updates were mostly secondary to their heavy use of asset, but still came in good time.
Uruka never asked for updates, and her model got double delayed by the artist and then her throat issues. It would have been ready at least a year before she got it.
The JPs, sad to say, are not fully Origins and were always separate which includes Iori. Iori as half EN was the only one to get a major update early.

Rie got her outfit because she constantly nagged Sakana about it, and even still it ended up half finished when she debuted it because of the rushed rigging. This burned her out for months.
Shiina paid for hers as a donothon reward and wanted to get a base model rigging update. Cookies know how that went. Her personality is such that she never fights for it except when she's bleeding and then there's other issues.
Panko was talking about hers and pushing it forever, but her artist is a Hololive artist so she had to wait.
Remi had a few major rigging updates that she was content with. With her second outfit I personally think her biggest issue is that she's had a trouble deciding what direction to go with her content for a very long time and nothing ever settled.
Airi and Erina have the same issue of never being around. They're too busy with work or school. Airi got the hoody but that's basically no different than a Tenma shitpost outfit. I have heard that Erina has plans and I imagine it's the same situation as Uruka where they don't want to do anything with it until she can actually use it regularly.
