Unlike the normal gens, the Invaders are all pre-established vtubers who have substantial audiences already. They are given much better contracts and are able to keep the rights to their model, allegedly. In Jelly's case she asked Phase to get her a new but similar model, so Phase probably owns that one. While I doubt the same is true for Lumi.
The Phase Invaders have proven to be substantially more popular than the normal waves, despite not having the same flashy debut hype. This is because they're simply better streamers. Invaders and Origins dominate the top level Phase talents.
