CCV isn't even the only measure of whether of not people watch a certain streamer since not everybody watches live. Something like vod views would probably be more accurate since it would reflect most of the audience. And I don't really care to get into indepth comparison but with a quick look, it seems like Nina's doing fine even there.
And even though you say the Millie and Reimu are close in CCV, Reimu is the only member getting VOD view mostly in the 10k range. Millie is getting 3 to 4x her audience with most of her VODs in he 30k range.
Nina is doing fine and Reimu currently is at the bottom. That's just how it is.
