Ame has been more ambiguous about it (I think because even she is unsure), but I'm reasonably confident Cover is serious about her having an open door. The question is just whether anything actually happens besides some planned projects.
I'm reserving judgment. Ame was not my oshi and even the teamates I know consider her a pretty hard read and difficult to predict. Kiara assuming the worst is just how she is, she's got one of those anxious personalities. Gura being pretty even keel about it is probably the most promising reaction, that is, if you want more Ame in Hololive specifically.
