France is their own thing (with even laws to push content "made in France"). Spain is their own thing, Britain is their own thing (with their own sub things), Germany is their own thing, Italy is their own thing, there is no such thing as an unified "European content market".
Maybe Cover could court France (and the French speaking world), or Spain (and the Spanish speaking works) but there is no way to court the "EU" market because there is no such thing (content wise).
