American civil war, the north vs the confederate south. On the the state border of Kentucky both sides decided to set up a DMZ due to the inability to push the other side. French army, on the invitation from the North, is stationed there and helps with maintaining the order. Because of a disagreement (what exactly happened is not even important) confederate soldiers end up killing French troops in DMZ.
Now, who in this scenario is a foreigner? The answer is... It is relative. Foreign to whom or what? Now, please replace that with Koreans and Americans. Using "foreign" makes no sense and create misunderstandings.
