It was a clique in the sense that they were white girls with similar interests, in-jokes etc. What you're describing was happening during the period when all of them were still very active and probably very hyped about their work and the company.
Ina on the other hand was always ina very privileged position since she's got a more than viable career outside of Holo that's not related in any way whatsoever with the vagaries of streaming and/or vtubing. So it makes sense she'd be more negligent about her company work and why the SNOT clique (in the then enthusiastic about Cover form) would see it in a negative light.
I don't think there was any real animosity between them, in the same way there can't be any real animosity between say Suisei, who's so privileged (by her own merit, mind you) as to have management licking her boot and Aqua who left because she found the differences with the company irreconcilable.
The reason why Ina is suddenly very productive is, I think, because she just won an intrigue war against some upper management asshole who didn't like her status of someone who's not reliant on Cover to make her ends meet and tried to sabotage it by pulling off that visa stunt. What we're seeing now is her exacting tribute in the form of a slew of projects which she'd normally have to fund from her own pocket, but this time around it's Cover kowtowing.
