It should also already be obvious that if you increase the total number, it makes the percentage smaller. So, to put it into perspective in the similar way you did to Holo, ignoring the 2 latest waves (and twisty since she's still shadow removed so still not official). We would get 13 graduations among 32 talents which is 35%.
Now, let's put things in better perspectives
