As for the rest of this post - I don't intend for this to come off as mean or dismissive, but I think your assessment would be a bit more optimistic if you watched streams/observed her Twitter and new Youtube channel activity. The reasons are as follows:
1) She ended up wasting a lot of her own time, money and effort thanks to Cover management autism, see picrel. She couldn't even give us a behind-the-scenes/outtakes clip compilation because managemwnt told her perns hort.
2) Believe it or n9t, the resources actually are there for idol concerts. Not on the level of HoloFES, not yet at least, but concerts nonetheless. One of her first follows on the new Saba account is an outfit called oshiSPARK. They're the guys doing the upcoming LA concert in July for Nimi Nightmare and Dooby3D (I assume you know the significance of these two to Saba), and their previous work includes putting on a concert for Dokibird and Mint Fantome. Also consider the intended uses listed under the recent trademark filing for "Sameko Saba":

And she certainly has no intention of being anything like Senzawa again; in some of her earliest Minecraft streams, she told us that she "cringes" at the things she used to do because she was putting on a facade rather than being herself. Pair this with her recent song Ash Again, her graduation 3D minilive being extremely raw and having next to no polish and so on, and it's pretty clear that she's not going to be resurrecting the ironic shitposting gremlin LARP any time soon.
3) As you can surmise from the previous point, Saba isn't turning her back on idol culture. She's absolutely going to continue being a virtual idol, and specifically, all signs indicate that she's going to be a heavy hitter in helping to push JP-style idols into the mainstream here in the West. She's just going to be doing it as an indie, with whatever pros and cons that may entail.
My point being, don't write her off just yet. Big things are currently in the works. As Gura herself said not too long ago:
