They expanded into CN and ID because Niji did it and it made them money. They did not expand into India because Niji did it and it lost them money. It's really that simple. And even if the money they bring in is a pittance compared to EN and JP (especially JP) there's no major reason to cut off that flow of money. CN had a major reason that actually threatened the company, so they got cutoff, but simply being worse than the main attraction isn't a good enough reason to cut off a whole branch. It's the same reason the homos are still around.
People have this idea that actual business is like Zoo Tycoon where you have so much zoo points to invest so when you unlock gorillas you should get rid of the monkeys and just make more gorilla pens to make more money (I haven't played Zoo Tycoon in like 15 years but you get the idea). But in actuality let's say you close ID, now you have a whole division specialised in ID content and business who you have to retrain and redeploy to new Dev_is gens or whatever, Maybe this works, or maybe they make the exact same mistakes that halted IDs growth. Alright lets fire them and hire entirely new people with their salaries. Maybe that works or maybe they fuck it up all over again in new and potentially even worse ways. Maybe you can take the male-centric management of Stars and give them a bunch of autistic women to wrangle, or maybe you get more stalking incidents and the whole thing implodes because those people aren't equipped to deal with female autism. And now that you've lost a bunch of assets and revenue streams you have to dial back your JP expansions to compensate.
Or you can just leave them alone and continue making guaranteed profit. Just because it's smaller profit doesn't mean it's worth throwing it away. From a purey business standpoint. Personally I wouldn't care either way if they died tomorrow.
