Not only is this not how art commissions or the real world works, but even if you wanted to completely break usual precident and charge for mere pre project exploratory discussions you need to seek approval to do so, not retroactively go 'surprise, 120hrs you never agreed to, at a rate you never agreed to, with no contract even taking place is owed to me'
Also, for the children in the back, the reason such discussions aren't charged for is it creates a hideously perverse incentive for the artist to slow walk and drag their feet to extract more hours from any project while the client is losing not only their money but their time put into engaging in said discussions too.
