Other than Suisei, what talents could possibly have some control of the overall direction of Cover? Like, some actual control of management.

These are very different things. Managers (tardwranglers) are expendable (and useless) and plenty of talent probably have sway over their managers. They follow orders.
Direction is C-suite shit.

Hoshiyomis don’t even watch Suisei. If they did they would know that she has to convince the higher ups to green light her projects and some of them gets rejected because she fails to pitch the idea.

None of the talents have direct control but some have more influence than others. Astel was the first talent even in Holostars to get an optional model redesign and was able to get a 3D live at the Cover studio when it was difficult even for Myth. With Hololive it's mostly a question of marketing with HoloX being heavily favored by management during their first year with 3D lives, 3D outfits, and even their own manga.

Gura during 2020-2023 time period. She isn't as proactive or Demanding like Suisei. But she had a lot of political power then if she had used it.
