She changed teams based on the placements in the previous round. She ended up with Aki Rose twice so decided to swap Aki for Noel in the last round so they didn't end up on the same team for a 3rd time.

Their placement decides where team they should they go. (Towa is the one who made which placement teams together). Its always Towa-1st and Aki-12th, that's why they're both on the same team most of the time.
