Toujou Rinka, Matsudo City's very own vtuber, who makes content to promote the city, along with the Matsudo City Police Department, received backlash from the Alliance of Feminist Representatives, causing promotional material made with Rinka to be deleted on their accounts.
Rinka's activities gained the attention of Matsudo City Police Department, and so they asked her to help spread awareness regarding traffic safety. They created a 3-minute and 30-second video with Rinka and Bakegorou (a Matsudo City mascot) about bicycle safety, which was posted on the Chiba Prefecture Police Department's twitter page on 2021/07/16.
On 2021/09/04, the Alliance of Feminist Representatives posted a letter of protest on their facebook page regarding this protest. According to their statement, the video showed a high school girl, in a revealing uniform, and breasts swaying with every movement. The AFER feared that this depiction would promote sexual violence and objectification against young girls, and by not deleting the video, the Chiba police are complicit in it. The letter threatened that if they did not receive an answer by 2021/09/10, the AFER would make the situation known to the public.
The video and the tweet was deleted by Chiba Police Department on 2021/09/10, but it was re-uploaded by Toujou Rinka's group "VASE" on their channel.
Not many were happy about this decision, as shown by a change.org campaign with 43000 signatures at the time of writing. Concerns were raised over the AFER's shoddy arguments, and the fact that some of Matsudo City's council members are also AFER members. The issue was also raised to one regarding freedom of speech. The female CEO of Art Stone Entertainment (VASE's owner) released a statement about this incident, saying that "I do not think her appearance is derogatory (...) What are a woman's rights when it comes to expressing herself? I would like you to reconsider this."
The writers of the change.org petition have given AFER a deadline of 2021/09/24 for their response. They also urged Chiba and Matsudo City to continue with using vtubers as a way to connect with the people.
