no. because people hate-watch things, people sub just to keep track of accounts they want to not forget exist, people sub out of pity, people sub "for the meme," people sub out of obligation to a brand or group, or even because their friend rec'd the account and they were like "i'll sub and watch later" and then never actually do--there's any variety of reasons someone's numbers might be high, and it doesn't mean they're particularly talented or entertaining. plus some brilliantly entertaining, smart, funny people are just shy and bad at networking and so they stay in 2view hell for all eternity. the most boring corpo might be a snoozefest next to a super entertaining indie, but they don't have that name backing them so no free publicity or obligation subs from people who hako-oshi so their numbers are lower.
numbers are important only in that they boost the lasting power of a streamer, but they don't say shit about quality.
