The bigger issue however is that this law is a criminal law, which means that it has to go through the police and all. There is no fucking chance they'd waste their time on such frivolous nonsense unless it involves some actual threat of some sort.

This is also a Dutch law, so unless both people involved are Dutch and this happened in the Netherlands good fucking luck starting a criminal case.

Not at all. My point is that what constitutes threats and violence and anything else, is always cultural. A German feels more free in a society where someone cannot do a Heil Hitler in public versus a society where someone can. Just as an American feels more free in a society where someone cannot threaten to kill them.

Neither of those acts have actually done any tangible harm, it's just different cultural thresholds for what constitutes a threat and the most free societies are always the ones where people feel most free of threat.
