how likely it is that Gura hardly ever streamed due to being completely wasted 90% of the time?

From what I know she used to be frequently drunk on streams before she became Gura.

Given that information, how far-fetched it is to claim that due to pressures at the beginning of her hololive career, (sudden global popularity, becoming a mascot of the biggest vtuber agency in the world, performing and other idol shit) she relapsed and has been on the downward spiral for the past 3-4 years, barely streaming to just keep herself and her addiction afloat?

I wouldn't be even suprised if she and/or Cover were hiding her drinking problems to not fuck up their public pr and to keep the projects (concerts, that baseball event, etc.) from being cancelled.

Either that or she really was just a lazy piece of shit.
