Serious question because I never noticed it but were the 3D live clothes always clipping through the body this bad or was this some sort of new tech/update?

It's Rushia and Shion's models. Not sure why.

Clipping wasn't that bad iirc but Rushia barely had any opportunties to use her 3D so its not like there's a lot of examples historically to go around

Whatever they do for tracking anyway is different for the actual paid large concerts (which just don't have tracking issues) so whether they fix the atrocious tracking or not doesn't matter for 3rd Gen's Live
