Calliope Mori is a psychopomp, likely a variant Memitim given her scythe. CR 15
Kiara is a Phoenix, pure and simple. CR 15
Gura is an Atlantean Shark, which to me reads as a Triton Shark Incarnate. Which is acheivable at minimum 3rd-level. But I would be hard pressed to say she'd stay that low level at over 9000 years old so let's put her at Level 9.
Ame is a Human Detective. While she might be high level, she doesn't need to be. In fact she might not even have levels in a heroic class being just an Expert. But I would prefer to place her as a Human Rogue at around the 5th or 6th-level (where NPCs should top out in most settings).
Ina is a Human turned Old Ones Occultist. Her mastery over her summonable tentacles shows she has at least 3rd-level spell ability meaning class level 5 or 6.

So Callie = Kiara > Gura > Ame = Ina

The fact Mori is a traditional reaper who has to actually use her scythe(constantly referencing scythe swinging lessons) suggests she's much weaker than anime death gods even. Anime death gods like Ryuk can kill through some convoluted indirect method.

If she was a Touhou boss she wouldn't even be a 4th or 5th stage boss, she'd be a 2nd or 3rd stage boss because her power sounds broken but in reality she's a jobber.

Now I kinda wanna see a HoloEN bullet hell game incorporating their lore. Of course Ame w/ time travel turned on would be the Extra Stage boss as she can turn back time to force you into a bad position or rewind her bullets etc.

I wouldn't consider Rushia or Kiara to be that strong. Kiara's just a bird thats on fire and can maybe manipulate fire. Rushia may be a necromancer but throughout fiction necromancers are often physically weak, sometimes even as weak as humans, and rely on summons for protection.

I'd say the strongest Holo is probably Ayame or Coco or Kanata. Most likely Kanata since Coco jobbed to Noel and those are the only two that can fly besides Kiara.

Or maybe if you wanna get into like comic book levels of hypothetical power levels Lamy being a snow elf that controls ice could freeze the world or some shit, in which case only Roboco would survive.

Yeah given her small frame if I were to make a moveset for Gura she'd be the type that darts around the map and is very fast and slippery and hard to hit. If it's a 3D soulslike setting maybe a water stage where she jumps around constantly and throws her trident or rushes you with it. Kinda like Fizz from League of Legends.
Though since she was really fixated on getting a trident in Minecraft her attacks could use lightning like the one in Minecraft, doing bonus damage if the player is in water. Maybe give her some gate of babylon final attack flinging thousands of tridents at you as well.

She could definitely be a tough enemy but doesn't strike me as final boss material. Gura could be the overpowered mentally broken berserker boss you encounter in an early map that blocks off a large section of the game until you come back later. Ame is the rival/anti-hero character you encounter at multiple points in the game for progressively harder fights and lore exposition due to her time travel ability so she can go back in time and save Gura from her alcoholism. Ultimately culminating in a post-game bossfight against Gura and Ame together or some shit.

For raw power (no supernatural fuckery) I would vote for Gura. Mori would pose a big threat with her scythe, and Kiara with her sword and shield, but Gura is a smaller target and has more options with a trident. Ina and Amelia don't have any real weapons attributed to their design but I like the idea of Amelia with a revolver and a fighting cane.

Gura always struck me as a kid buu type in the sense of pure power and a destruction/maniacal personality before she met Ame. Backed up by her even talking about having a tendency to like killing/torturing things.

I've thought that was a really cute idea, how Gura ends up in Amelia's time and Ame is the one person who tries to help her fit in as best as she can. No matter how nice Gura is there is never a way to truly rid an apex predator of their instincts. May have been a few times Amelia comes into her office and finds the furniture chewed apart, or Gura in the fridge asking if there's anything "fresher".

both mori and kiara are unkillable. im not sure about moris power. like, can she magical vanish and appear behind her opponments? she should be able to go around the world and kill someone instantly, since its her job. so i would assume yes, she can.
kiaras real form is a gigantic phoenix with the power of the sun. could probably burn down whole continents just by being AFK and radiating heat. her human form is pretty weak, probably. dont know how strong her shield/sword is.

so since both mori and kiara are unkillable, its really hard to say which one is more powerful. i would say kiara. simply because mori isnt in charge. she is the grim reapers apprentice. he owns/controls her. shes doing his job. which means he could fire her and she may(?) lose all of her power.
kiara has no boss. shes her own boss. so i guess kiara wins this one.

ame is interesting because of time travel. in a normal fight shes probably useless compared to all the others. but she can travel back in time, and kill, for example, every single phoenix, or the kill the things they evolve from. she can use that and her intelligence. she could also go to the future and find some kind of crazy weapons or knowledge in how to permantly imprison kiara or block her reincarnation power or whatever.

so i gues.... ame wins?

With Atlantean Powers, as for immortality for Mori and Kiara. Immortality doesn’t automatically make you stronger it’s more of a fail safe. Definitely a nice fail safe though. A better question would be how long does it take Kiara to reincarnate and does she lose her memory?

My headcanon is that Amelia ran from her own timeline, being destroyed by possessed Ina. Jumping in a panic back into time without knowing how far back. Waking up shortly before, or right after, Atlantis fell (possibly partly because of Gura) and that's when she meets Gura. After finding a small island to rest on, they both realize they're alone. When Amelia gets her watch working again, she brings Gura with her.

I kind of dislike the idea that Enma or any of the other managers are the "true" powers. I like it more that there's the theme these girls could each cause tons of damage but they have to come to their own agreements that they won't. Either through building friendships or at least agreeing the overall peace of things is worth keeping.

We really don't know enough about what her powers entail. She got tentacles and whatever is inside AO-chan and if you take all lore serious there was the bit about her aluding to being an man-eating giant kraken.
Taken at face value, she is likely in the middle of the HoloEN tierlist, with Calli and Kiara as the only ones with combat experience and training at the top.
In 'Hololive' she is almost certainly outclassed by a lot of the more trained members.

Ina canonically has eldritch powers and is clearly a modified human in some way. If you assume Kiara is "strong" because phoenixes can be strong in some myths, then you have to consider just how overwhelmingly op Lovecraftian beings and those that associate with them tend to be portrayed. Even at absolute minimum, we know that she can summon tendrils from thin air.
Gura explicitly traveled from the ocean floor to the surface, which implies that she's durable and strong enough to survive deep sea pressures. Also if we're going by random statements then Gura has confirmed that she has some degree of super human strength lore-wise.
Ame can time travel.

Also kind of dumb to bring up Digimon when discussing Miko when that shit is busted as fuck.

Power level discussions are fucking stupid in the first place though, most of these girls don't give a shit about that garbage and a majority of them barely care about having consistent lore in the first place. Kiara herself has flip flopped a number of times on just how "immortal" she is, for instance (ranging from "I can't come back if I'm murdered" to "I can come back from anything", depending on her mood).

First off, the only thing that matters is official content, none of that fan made shit.
Second, Touhou's setting is designed in such a way that makes power scaling impossible, since conflicts are resolved in-universe with what you could consider to be an organized duel of sorts with very specific rules. You can't just say "oh well Reimu lost to Tenshi once so she's weaker" because it was done within the confines of Spell Card rules. All conflicts within the modern Touhou canon are resolved via Spell Card rules.
Third, lol Fantasy Nature, Reimu's "I'm tired of playing fair, so fuck you" button.

It really depends on how much power she holds over the Ancient ones and how much they like her or hold her in importance, she's not an ordinary girl anymore but "read a strange book" and now has eldritch beings at her beckon.

If the Eldritch beings are truly on her side then literally everything else is meaningless, even death and time. Even if death caught up to Ina somehow the ancient ones could just say "nuh uh, didn't happen" and it wouldn't have happened regardless of time, place or means as they are above time and beyond death.

One aspect of Kiara's character background people seem to forget is her uncontrolled dimension hopping. Every time she is reborn she does so in a new dimension, she mentioned in her re-debut stream that it was extremely unusual for her to stay in the same place despite dying and being reborn.
So yeah, she'll come back after you kill her, but there's a 99% chance she'll be reborn in a different dimension with no ability to travel back to where she was before.
An opponent that's banished forever is just as good as a dead opponent.

not exactly they can die just not in the way most things die some might be timeless some might be truely deathless most of the time but alot of things like that can die although the things that can kill them either have to make a bunch of weaker things out of that thing or its something larger then that thing that effectively kills it
