Only a handful of AAA games allow indies to stream and MONETIZE the game. The main blockage between corpo agencies and all games is the ability to make money by streaming those games. Retards keep saying Gura and Fauna graduated because of perms when in reality they couldn't play those games in Holo even if Holo got the perms because the idol work has taken up most of their free time and energy, which they don't like

Perms are just side-problems. The main problem is finding balance in work schedule so that the talents aren't burnt out so quickly. They cannot abandon the idol plan but they cannot treat graduations as a negligible thing

Yet Holos were noticed and smacked. Japan's fair use laws (nonexistent) are retarded, of course, but they aren't the only reasons for perms issues. Reminder that western (American) VAs are the ones that have given Cover trouble for some games, and also that they can have karaoke with Japanese songs be monetised and archived, while karaoke with English songs are unarchived or else they get striked.
Maybe Cover is too cautions, and/or maybe they're too slow to get perms, but it's because they have experienced bonking in the past, and they a lot more to lose if they get bonked again.
