Kansas and Arkansas are named after two different native tribes, the Kansa and the Akansa. The difference in pronunciation of Kansas vs. Arkansas was only officially resolved in 1881 when Arkansas chose the French pronunciation over the alternate, less stupid pronunciation that was used for Kansas.
In summary, as is usually the case, the actual source of the issue is French being retarded. English would be vastly improved by removing all the French from it.
