I don't think VShojo would have let her do the Phase Connect concert given that they dislike other a lot of other agencies, nor do I think Phase would have wanted to do business with VShojo.
Whereas VShojo and v4m/Brave have a working relationship of sorts with VShojo allowing Mouse and Kson do their concerts.
My headcanon is Phase probably asked Mint to be in their OffKai concert, but Mint declined and gave them "can't I am busy". Phase knows the reason now: she was with VShojo and busy with that.
