The big earners are so fucking big that they can more than afford to do a few stupid things to keep them happy - to put it in perspective Zen and Mouse are larger than Phaseconnect. The entire organization. Both of them, individually. Michi and Henya are each about half of its size, and mint would likely be somewhere in that range as well.
The pitch deck leak also implies that NOVA was built around hotaru/peke as former idols and it was likely that the company thought their past lives would transfer to huge numbers as a vtuber.

Yeah a single 10-15k streamer from hololive going indie is like .5% of hololives total viewership and it didn't really add to their total because Gura never fucking streamed. Even if Saba actually continues her current pace you will see the indie total barely shift.

I don't say this to prop up hololive, they probably were hard to work with at times, but she was their biggest star. Members that are less popular than her, like Bae have an album released.
Something doesn't line up.
It's mostly on her, but not because she was lazy, she put too much pressure on herself, either by the company, self-inflicted, or both.
