Twitter has hundreds of thousands of black weebs. There's also a pretty big black cosplay scene and a lot of black twitch streamers who like anime. Generally speaking they're either uninterested in vtubers, or have never heard of them. Same with CGDCT anime though, they tend to be shounen and ghibli fags as opposed to moeshit enjoyers.
