Take Ame. Here lore was just "detective". She completely invented all the time travel, alternate dimensions, smol ame, all that stuff.
Then you have Bae, whos lore is chaos rat, and I don't know how you can think she isn't leaning hard into it. She screams and tries to do "chaotic" stuff all the time, but screaming chaos yelling girl isn't actually a popular trope.
And then you have Kronii. I don't really get why you think her lore has anything to do with her popularity, unless you consider having big boobs, a sexy voice, and a deadpan sense of humor "lore".
So it's way too complex a topic to boil down to "embrace lore, get numbers" because some lore is good and some sucks, and some vtubers benefit from good lore and some never needed lore at all.
