And the model tech that Cover developed was maybe fine in 2018 or whatever at the latest, but is nowadays horribly outdated, cumbersome, more a detriment than a benefit, and lagging behind competitors. There are various third party live2D programs now that could run circles around Cover's, but the company isn't gonna use them and rather clings to their own (see above, they think they would lose their "unique" advantage), and Cover also doesn't make it available for others to use (ironic, seeing as how their actual "vtuber entertainment" operations basically only started as a "use case demonstration" for the tech they developed, and only later grew a life of its own and got bigger than /changed the original company purpose).
You see the inadequacy of Cover's tech in how much (or how little) additional assets and animated props a vtuber can use. Other vtubers with third party apps can freely and quickly integrate stuff that actually moves with their model (imagine that!), while the Holos, unless its part of the official company-sanctioned model bi-annual model update, have to stick to pasting still images over their model. It's embarassing, really, from the supposed "industry leader". Another thing holding them back is the agency structure and management. A Holo can't really commission model updates on her own initiative (and even if she could, Cover's closed tech makes sure it all has to go through company approval), but has to wait arbitrarily because model updates are usually only doled out slowly on a per generation-basis. Sure, this approach may ensure that "everybody gets the same" and no one gets preferential treatment (for example, the richer/more popular Holos getting more upgrades or buying them for themselves, while the poorer/unpopular ones get left behind) and prevent some ingroup conflict, but on the other hand, then basically everyone is just equally unhappy about their stuff, with no way of fixing it themselves.
